Your Disappearing Freedoms: Permission to travel in and out of US

READ THIS PDF regarding USCBP-2005-0003-0005 that says:

"Executive Summary The primary purpose of this proposed rule is to prevent passengers that have been identified as high-risk on government watchlists from boarding aircraft bound for or departing from the United States and to prevent passengers and crew so identified from departing on vessels leaving the Unites States."

I really haven't heard that much about this so don't take this as sarcasm.
What does it take to get you on this list?
Convicted felons?
Terrorist suspects?
Are they trying to disrupt movement in and out of the United States to people who are suspected to have ties to terrorism? Because if that's their objective, how does that affect 99.99% of Americans?

The point is that everyone is on the list. If you have to ask permission, you have forfeited your right to freedom.

This is called Freedom of Movement. If you are an "American Crusader" you should be trying to protect basic freedoms.

I was serious about the Question.
I'll research it.
If this conflicts with the Constitution, I would fight it...but are 300,000,000 Americans really on this list or just those with ties to terrorism?
Since Bush came into office, what can you no longer do that you did before?
BTW...I'm getting tired with 'American Crusader'
