The worst news of all

There is alarming evidence accumulated by serious scientific sources that the US Government is about to or already has ‘weaponized’ Avian Flu. If the reports are accurate, this could unleash a new pandemic on the planet that could be more devastating than the 1918 Spanish Flu epidemic which killed an estimated 30 million people worldwide before it eventually died out. Pentagon and NIH experiments with remains in frozen state of the 1918 virus are the height of scientific folly. Is the United States about to unleash a new racially selective pandemic through the process of mandatory vaccination with an alleged vaccine "against" Avian Flu?
There is reason to believe that sections of the international pharmaceutical industry cartel are acting in concert with the US Government to develop a genetically modified H5N1 virus substance that could unleash a man-made pandemic, perhaps more deadly than the 1918 ‘Spanish Influenza’ pandemic claiming up to 30 million lives.1
Rima E. Laibow, MD, head of the Natural Solutions Foundation, a citizen watchdog group monitoring the pharmaceutical industry states, "Our best intelligence estimate is that pandemic Avian Flu has already been created through genetic engineering in the United States, fusing the deadly genome of the 1918 Pandemic, misnamed the ‘Spanish Flu’, with the DNA of the innocuous H5N1 virus in a growth medium of human kidney cells, according to the National Institutes of Health and the vaccine’s manufacturer. Some virologists believe that this would insure that the man-made mutant virus recognizes human cells and knows how to invade them." 2
If true, as Laibow points out, "A basic virological fact that the public has not been told is that it is impossible to make a vaccine against a virus that does not yet exist. Public relations efforts to the contrary, IF a vaccine is being made against the Avian Flu virus in its pandemic form, that means that the pandemic virus must already exist, period, end of discussion."3
The genome of the 1918 pandemic, the so-called "Spanish Flu", was recently intentionally resurrected by the United States government from a frozen corpse that died of the flu in 1918 in Alaska. Because of that resurrection, both the Avian Flu, and its "vaccine" are now a significant threat to public health.
The Spanish Flu, which was not Spanish at all, was created in the US through an early bioweapons program and injected into healthy young men (i.e., ’soldiers’) as the first mandatory vaccination in the military during World War I. The "Spanish Flu", which originated in Kansas on US Military bases, was one of the deadliest pandemics in modern history. It was also one of the most successful biological weapons ever created, until now.Aspartame and Tyson Foods doubts
To date, there have only been around 385 human cases of Avian Flu identified worldwide (assuming those identifications are trustworthy, of course), with 243 deaths. To put the absurdity of this effort into perspective, Laibow points out, Sudden Cardiac Death (SCD), which researchers believe is heavily associated with aspartame consumption, is a leading cause of death which, according to the CDC, for example, killed 460,000 Americans in 1999 and the numbers keep rising (www.cdc.gov/mmwr/preview/mmwrhtml/mm5106a3.htm.)
But, aspartame is not under criticism. Interesting as a footnote on Aspartame, G.D. Searle, the Chicago drugs company that held the patent on Aspartame was in danger of losing its license from the US Government Food & Drug Administration in the 1980’s until Donald Rumsfeld, out of Government, was named President of Searle. Rumsfeld used his contacts in Washington to get the FDA to approve Aspartame despite known tests showing serious health effects on rats.
As I document in detail in my book, Seeds of Destruction: The Hidden Agenda of Genetic Manipulation, the same Don Rumsfeld went on to become chairman and principal stockholder of a California pharmaceutical company, Gilead Sciences Inc., which developed and patented Tamiflu in 1996, first as a drug for AIDS, later as a vaccine for H5N1 Avian Flu. In 1997 Donald H. Rumsfeld was named Chairman of the Board of Gilead Sciences, where he remained until early 2001 when he became Defense Secretary. As Secretary he refused to sell his stock at the time he came under conflict of interest allegations when he ordered $1 billion worth of Tamiflu be bought to injected into the US military personnel as a "precaution." It was later proven that Tamiflu was in no antidote for H5N1 and its side effects were sometimes very severe.
Laibow adds, "Given the shockingly obvious lack of any threat from an un-weaponized H5N1 virus, how can we explain the Bush Administration spending billions of dollars preparing each of the 50 States, for what it calls the ‘inevitable Bird Flu pandemic,’ which they say could kill half or more of all Americans and similar numbers of people around the globe?"4
Ominously, on June 3, Associated Press reported, "Tyson Foods Inc. has begun killing and burying the carcasses of 15,000 hens from a flock that tested positive for exposure to a strain of the bird flu in northwest Arkansas, state officials said Tuesday."
Tyson Foods is the largest industrialized producer of chickens in the world and has been repeatedly under attack for its unsanitary conditions of breeding and slaughtering. In January 2005, a US Government Accountability Office (GAO) report to the US Senate, "Safety in the Meat and Poultry Industry," concluded that US meat and poultry processing plants had "one of the highest rates of injury and illness of any industry." They cited exposure to "dangerous chemicals, blood, faecal matter, exacerbated by poor ventilation and often extreme temperatures. Workers typically faced hazardous conditions, loud noise, must work in narrow confines with sharp tools and dangerous machinery."
The industrialization of chicken-raising and slaughtering in the USA has progressed to the point that by 2003 when the first cases of H5N1 Avian Flu virus were reported from Asia, five giant multinational agribusiness companies dominated the production and processing of chicken meat in the United States. The five companies were Tyson Foods, the largest in the world; Gold Kist Inc; Pilgrim’s Pride; ConAgra Poultry; and Perdue Farms.5 Most outbreaks of Avian Flu in Asia have been traced back to such mass chicken industrial factory centers.6
In May this year, The Canadian Press reported from Toronto, "An experiment mating H5N1 avian flu viruses and a strain of human flu in a laboratory produced a surprising number of hybrid viruses that were biologically fit, a new study reveals. And while none of the offspring viruses was as virulent as the original H5N1, about one in five were lethal to mice at low doses, showing they retained at least a portion of the power of their dangerous parent." 7
The Toronto article went on, "The work suggests that under the right circumstances - and no one is clear what all of those are - the two types of flu viruses could swap genes in a way that might allow the H5N1 virus to acquire the capacity to trigger a pandemic. That process is called reassortment. ‘This study is just showing exactly that: There is a risk this virus can successfully reassort with a human virus,’ said Richard Webby, director of the World Health Organization's collaborating centre for influenza research at St. Jude Hospital in Memphis, Tennessee." 8
Pentagon Bioweapon research
Prof. Mathew Meselson, a professor of molecular biology at Harvard, and well-respected scientist in the area of chemical and biological warfare, confirms that the United States government has extensively researched and developed biological weapons in the past. Meselson described an American facility, north of Terre Haute, Indiana, built in 1944 that would have produced 500,000 four pound anthrax bombs monthly once in full operation.
Meselson was part of a team that proved the accidental release of anthrax at a Soviet facility in 1979, disproved charges of biological warfare in Laos and Cambodia in the late 1970s, and was a driving force behind popularizing the Chemical Weapons Convention in 1994.
Since coming in office, the Bush-Cheney Administration has done much to weaken that Chemical Weapons Convention as well as ones on biological weapons. One of George W. Bush’s first acts as President in early 2001 was to oppose a proposed international Biological and Toxic Weapons Protocol, without explanation, leading to the death of the talks.
In a 2004 study, the British Medical Association warned that the world was perhaps only a few years away from "terrifying biological weapons capable of killing only people of specific ethnic groups," citing advances in genetic weapons technology. 9
The US Department of Homeland Security has ominously enough announced it is ordering production and stockpiling of a pandemic influenza vaccine: "The U.S. Government is taking steps to minimize the need to make vaccine allocation decisions by supporting efforts to increase domestic influenza vaccine production capacity. Significant funding is being
provided to develop new vaccine technologies that allow production of enough pandemic influenza vaccine for any person in the United States who wants to be vaccinated within six months of a pandemic declaration." 10The curious role of Sanofi Pasteur
The US Government has been financing the development of a vaccine against H5N1 on a "fast track" basis since 2004. Sanofi Pasteur in Swiftwater, Pennsylvania, a subsidiary of the giant French pharmaceutical firm, the third largest in the world, manufactured an inactivated vaccine made from an H5N1 virus isolated in Southeast Asia in 2004. Sanofi Pasteur, part of the French-based Sanofi Aventis Group, was awarded a contract by the US Government’s National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH), NIAID to manufacture the H5N1 vaccine in May 2004.11
In April 2007 the FDA approved the Sanofi Pasteur vaccine for H5N1 even though one year before the FDA cited Sanofi Pasteur for producing contaminated Fluzone vaccines.12 The FDA approved H5N1 vaccine is itself apparently not really effective in event of a human-to-human outbreak of Avian Flu. On announcing its approval, the FDA stated, "two injections given 28 days apart may provide ‘limited’ protection if a pandemic occurs. About 45% of people who got the vaccine in a study developed an immune response to the virus."13
Until now H5N1 has not mutated into a form that can easily spread from person to person. Is that what the researchers at Sanofi Pasteur and various labs under contract to the US Government are engaged in? If so it would be classified Top Secret, clearly. The respected British magazine, New Scientist, commented, "If H5N1 does mutate, it is unclear if vaccines developed now would still work against a pandemic strain. Manufacturers could tailor a new vaccine to that strain, but current production methods take months."14
The magazine noted that research on the Sanofi vaccine was conducted by the National Institutes of Health as part of the US Government's efforts to prepare for a flu pandemic. The salient question is whether they prepare "for a flu pandemic" or whether they prepare a flu pandemic. Why is the US Government spending hundreds of millions of taxpayer dollars to stockpile this H5N1 vaccine which likely would not work against such a pandemic outbreak?
On July 2, 2008, the London Daily Telegraph newspaper reported, "Three Polish doctors and six nurses are facing criminal prosecution after a number of homeless people died following medical trials for a vaccine to the H5N1 bird-flu virus." 15
The report added that the medical staff, from the northern town of Grudziadz, were being investigated over medical trials on as many as 350 homeless and poor people last year, which prosecutors say involved an untried vaccine to the highly-contagious virus. Authorities claim that the alleged victims received €3 to be tested with what they thought was a conventional flu vaccine but, according to investigators, was actually an anti bird-flu drug. The director of a Grudziadz homeless centre, Mieczyslaw Waclawski, told a Polish newspaper that last year, 21 people from his centre died, a figure well above the average of about eight.
The Polish report did not specify if it was the vaccine being developed under contract to the US Government Department of Homeland Security by Sanofi-Pasteur. However, it is known that Sanofi-Pasteur has been producing large quantities of such a vaccine at a factory they have in China.
Dr. Laibow reports that the "Pandemic Avian Flu Vaccine" was scheduled to be delivered to the United States this month by the French vaccine maker, Sanofi Pasteur, from a facility they own in China, where it is being produced. The US Government issued its "Vaccine" allocation plan in July. Laibow fears that a most sinister scenario of a deliberate release of Avian Flu pathogens on the population that could activate martial law and forced vaccination with resulting deaths in the millions could be imminent. Spanish Flu virus revived by Pentagon
In 2003 US Army scientists created ‘Spanish Flu’ virus in the laboratory. According to a report at the time by the watchdog group, The Sunshine Project, which monitors biological and chemical weapons research of the United States Government issued a statement that "The 'Spanish Flu' influenza virus that killed 20-40 million people in 1918 is currently under reconstruction. Several genes of the extraordinarily lethal 1918 flu virus have been isolated and introduced into contemporary flu strains. These proved to be lethal for mice, while virus constructs with genes from a current flu virus types had hardly any effect. These experiments may easily be abused for military purposes, but provide little benefit from a medical or public health point of view."
They continued, "The 1918 Spanish Flu was highly infectious and – in comparison to contemporary flu viruses – killed a very high percentage of those infected, including many younger people. The Spanish Flu alone caused the medium life expectancy in the US in 1918 to drop by 10 years. Hence, flu viruses are perceived today as a serious biological warfare threat. Just two weeks ago, a 15 million dollar research grant was awarded in the US to develop protective measures especially against a bioterrorist attack with flu viruses."
The statement added, "Despite the very dangerous nature of the 1918 virus, efforts to reconstruct it started in the mid 1990s, when Dr Jeffrey Taubenberger from the US Armed Forces Institute of Pathology in Washington DC succeeded in recovering and sequencing fragments of the viral RNA from preserved tissues of 1918 victims. In the current issue of the scientific journal Emerging Infectious Diseases new genetic details of the 1918 flu virus will be published."
Most ominously, they report, "But after (partially) unravelling the genetic sequence of the virus, the scientists went a step further and began bringing the Spanish flu back to life. Unnoticed by the public, they succeeded in creating a live virus containing two 1918 genes that proved to be very lethal in animal experiments. This experiment is only one genetic step away from taking the 1918 demon entirely out of the bottle." 16
They conclude, "A resuscitation of the Spanish flu is neither necessary nor warranted from a public health point of view. Allegedly, the recent experiments sought to test the efficacy of existing antiviral drugs on the 1918 construct. But there is little need for antiviral drugs against the 1918 strain if the 1918 strain had not been recreated in the first place. ‘It simply does not make any scientific sense to create a new threat just to develop new countermeasures against it.’ says Jan van Aken, biologist with the Sunshine Project, ‘Genetic characterization of influenza strains has important biomedical applications. But it is not justifiable to recreate this particularly dangerous eradicated strain that could wreak havoc if released, deliberately or accidentally.’"17
Let us sincerely hope not, but as Prof. Stephen Block, Stanford University biophysicist with years of experience in classified Pentagon and US Government biological research remarked in another context, "We’re tempted to say that nobody in their right mind would ever use these things." Block added, "But not everybody is in their right mind…" 18Sanofi Pasteur delivers H5N1 vaccine
On April 28 of this year in an official Press Release from Sanofi Pasteur US headquarters in Swiftwater, Pennsylvania and Lyon, France, the company stated, "Sanofi Pasteur, the vaccines division of Sanofi-Aventis Group, announced today that the US Department of Health and Human Services (HHS) has accepted H5N1 bulk vaccine antigen to produce approximately 38.5 million doses of vaccine to protect against a new strain of avian influenza. Sanofi Pasteur has a multi-year contract with HHS as part of its pandemic program, and will receive a payment of $192.5 million booked in the second quarter of 2008 for acceptance of the bulk vaccine lot."19
Then, on June 16 of this year, Sanofi Pasteur issued the following release announcing that it will, "donate 60 million doses of H5N1 vaccine to the World Health Organization (WHO) over 3 years for the establishment of an H5N1 vaccine global stockpile."
The President and CEO of Sanofi Pasteur, Wayne Pisano, said in the release, "The H5N1 virus is currently circulating in some of the poorest regions of the world and an outbreak of pandemic influenza would most likely hit populations living in areas with limited access to vaccines. This donation of H5N1 vaccine aims to address the needs of those most vulnerable populations. In addition to supporting the efforts of governments," Pisano added, "it is essential that industry collaborates with international organizations such as WHO, the Bill and Melinda Gates Foundation and other global health players. This is the best way to build a stockpile of vaccines for developing nations, ready to be deployed on the ground in the event of a pandemic flu outbreak."20
The Bill and Melinda Gates Foundation, in addition to being a financial supporter of the so-called Doomsday Seed Vault in the Arctic, has dedicated its foundation billions to support population control especially inAfrica. Among other projects they, as well as the Rockefeller Foundation, are financing The Alliance for a Green Revolution in Africa, whose head is former UN Secretary General Kofi Annan. 21
As the world's leading influenza vaccine manufacturer, Sanofi Pasteur produces approximately half of the influenza vaccine distributed worldwide. In the US it produced more than 40 percent of the influenza vaccine distributed for the 2007-2008 influenza season. The fact that the US Government has revived the 1918 Spanish Flu virus to make "tests" indicates that anything is possible. There are in this world some people not in their "right mind." God forbid if it is so in this instance.

In Turkey a massive cull of backyard flocks—and the deaths of three children—took place after a nearby factory farm sold sick and dying birds to local peasants at cut rate prices. Further explanation of what is in our skies
What Chemtrails Really Are

What are they ultimately trying to do up there -- is create charged-particle, plasma beam weapons.Chemtrails are the medium - GWEN pulse radars, the various HAARPs, and space-based lasers are the method, or more simply:
Chemtrails are the medium. Directed energy is the method.
Spray and Zap.
This system appears to be in Russia, Canada, the United States, and all of Europe. Exotic weapons can be mobile, stationary, land-based, aerial, or satellite.
It is an offensive and defensive system against EM attacks and missiles. It uses ionospheric particle shells as defense mechanisms [like a bug-zapper shell]* against missiles and EM attacks. That means they spray and then pump up the spray with electromagnetics.
When these shells are created using the oscillating, electromagnetic, gyrotron stations, it "excludes" and displaces the background magnetic field. These shells can be layered one above another in a canopy fashion for extra protection from missiles.
The chemtrail sprays have various elements in them like carbon which can used to absorb microwaves. Some of these sprays have metal flakes in them that make aerial craft invisible to radar. Spoofer sprays. Sprays like these can be used to create colorful, magnetized plasmas to cloak fighter jets.
There are satellite weapons involved. Activists are using meters and are getting readings of microwaves, x-rays, and some other kind of emission that they are not sure of, maybe a low-intensity laser.
They are also photographing gas plasma generation due to the heating of chemtrails by electromagnetics. The technical names for vertical and horizontal plasma columns are columnar focal lenses and horizontal drift plasma antennas.
Various size of gas plasma orbs are associated with this technology. These orbs can be used as transmitters and receivers because they have great, refractory and optical properties. They also are capable of transmitting digital or analog sound. Barium, in fact, is very refractive -- more refractive than glass.
What does that mean? Someone or someones are very involved in unconstitutional, domestic spying and the entrained plasma orbs carried on electromagnetic beams can be used for mind control programming. The satellites can be programmed to track and monitor various frequencies on different parts of your body.
These electromagnetic beams carrying the gas plasma orbs stick due magnetic polarity and frequency mapping and tracking to people's eyes, ears, temples, and private parts. A beam with entrained orbs carries pictures in each orb just like the different frames in a movie. It is a particle beam that is also a frequency weapon.
The satellites download holographic mind control movies, pictures, sounds, and sensations to people through this technology. The Air Force has stated in "Air Force 2025" that their goal is to develop virtual and augmented reality mind control. Depending on the how the computer is programmed or depending on the mood or intent of the person interfacing with the technology, you can be probed, bothered, gaslighted, frightened, manipulated, electronically raped, or tortured. It scans your brain frequencies and deciphers your thoughts. The satellites track you by mapping your bioenergetic signature [body biometrics] and constantly scanning an area to find you.
We are the lab rats for this technology and something is very wrong in the military or intelligence branches somewhere. Because developmental projects in government and military are often so compartmentalized, I suppose someone could be using and developing this technology secretly and without authorization. Then again, behavioral and mind control programs were an authorized policy under MKULTRA. Our country has a history of experimenting on its citizens. We are talking about satellite charged-particle frequency weapons attacking a person 24 hours a day. Psychotronic weapons are considered weapons of mass destruction by the U.N.
"HAARPs" can create earthquakes and can also x-ray the earth to find underground military bases, gold, or oil reserves. These ionospheric heaters can also operate as an over-the-horizon or under-the-ocean communications system. This system can control the weather or create disasters. Taken together with the aurora keyhole through-your-roof satellite surveillance system, Echelon electronic computer/phone sweeps, plasma-cloaked DOD Drug War helicopters and stealths, implants, and cameras on the street, it constitutes one, big global and space control grid.
These weapons involve beams. Two beams overlapped will couple into a particle-ion beam that will bounce off of a remote target and send a holographic image back to the satellite for remote spying operations. When you cross two strong beams, you can supposedly* create scalar energies. These energies can be used as untraceable weapons for nuclear size explosions or for defense. These crossed-energies can be used to cause a person's physical electrical system to fail or with a lower frequency, administer a kind of remote electro-shock. Visualize touching a positive and negative electric cable to each other on top of your head. Scalar energies can be utilized in hand-held military guns and on tanks. They can dud-out electronics or cause large, electrical blackouts. Scalar energies are practically impossible to shield against. You need lead, ceramics, and a deep underground facility to not be affected by these weapons. Or, you need to be up and above the field of battle.
People who are working on these issues hear tones and hums. If you hear persistent tones and static; have body vibrations, burning sensations, "bangs" to the head, neurological damage, or immune system damage; are hearing electronic voices or hearing the sound of a plasma; suffering from pains deep in your organs or constant headaches; or experiencing other anomalous activity then you may be being targeted by directed energy, mind control weapons. These weapons could be on helicopters, jets, stealth fighters, or on satellites. Directed energy beams and electromagnetic waves can be sent to you via hand-held devices or piggy-backed in on cell phone and satellite towers.
Is it possible that someone(s) are very afraid of coming famines and riots due to the ongoing, man-induced failure of the ecological system, and they are saturating the earth with chemtrails for large-scale, gas plasma mind control? Is this the last grasp for the world's resources? Or, are they just control freaks and money mongers? Someone would like to get to that oil under the melting [due to chemtrail-trapped EM heat] Artic. And, I guess the Third World is not a part of this system. I don't think that the developed nations are going to let them in on this either.
Any country that joins this NATO system will become mind-controlled and diseased due to the associated, intense, oscillating, electromagnetic fields, electromagnetic soup, and the poisonous, toxic chemtrails. Our DNA will break. We risk the earth's spin and tilt becoming messed up due to mucking around with the magnetic fields through this military technology. Maybe, it is already messed up.
It constitutes U.S. global domination via NATO and the erosion of civil rights. According to Charlotte Iserbyt and Al Martin, there are ex-KGB and ex-STASI advising our new Office of Total Information Awareness. They are the ones creating our new internal passports [national ID]. And under "The Treaty on Open Skies," we have overflights by Russian and German military. Who exactly is flying those plasma-cloaked craft that are seen all over this country and mistaken for UFOs by people who do not know about this aerial deception technology? Obviously, we have another "Project Paperclip" in the making. We can add the new thugs to the 2,000 Iraqi brought into country by Daddy Bush who are now living in Nebraska.
The elitist corporate government is going to hold the rest of us hostage with directed energy weapons in space, if the Policy for a New American Century group - PNAC - Bush and cronie think tank has their way, along with directed energy attacks against any country or citizen that they decide they do not like. These weapons can create climate war, weather war, mind war, cyber war, disease war, disaster war, and undetectable war. Taken together they can create economic war.
If this system is not stopped, it will kill billions due to aluminum and barium poisoning. It will kill billions due to crop failures and world-wide famine. It will cause heart attacks, strokes, and cancers. It will cause stillbirths, miscarriages, and infertility. The chemtrail sprays often have fungi, bacteria, viruses, dessicated red blood cells, crystalline substances, carbon, metal cations, lithium, other chemicals, heavy metals, and God knows what - probably smart dust, or nanocrap. Years of biowarfare testing on the American public is no big secret anymore. Spraying germs in the sky where they mutate due to the ultra-violet light -- brillant plan, my man. Are we acceptable losses or is this by design?
I know that many of the major players have big investments in pharmaceutical companies, GM seeds [seeds that can grow in an electromagnetic soup], weapons and directed energy development contracts, oil contracts, genetic research, and mind control research. Some of these people have had a familial history of financial and policy support for population control, eugenics, Hitler, Mao, Stalin, Lenin, Marx, Pinochet, Hussein, and various other dictators. Some of the major players were the masterminds of the death squads in Central and South America. They stand to make a big profit on our death and disease. Just take a look at Rumsfield and Tamiflu.
I assume that they know the dangers of this system and that they take care to stay in their shielded, air-filtered offices, homes, bases, and cars. I assume they take chelating substances to remove the barium and aluminum from their bodies and minds. If not, then they really do not understand the far-ranging implications of this destructive system. Congress may not understand just what a terrible weapons system and control grid they are funding.
As I understand it, Tesla towers attached to deep-earth, free-energy taps are to be created over the 10-12 magnetic poles and the GWEN system phased-out. Has this already been done? This should allow total control of the earth through giant, Tesla death ray-guns. This natural, electromagnetic earth was not meant to be an un-natural dynamo to power man's weapons or his utility companies.
Over-unity systems [Tesla devices]* are as of yet, another unexplored and probably not understood man-made energy. We should be very suspect of free energy.
As we can see, the forms of man-made energy that have been created and used in the past have not been good for this planet. Maybe it is time to reconsider the options available to us through the development of crops for fuel, wind, solar, and water power. We need world-wide, different, more holistic, renewable, energy programs.
Is there any good news? Yes. There has been tons of particulate dumping through the spray operations for 8 years over the Americas, Europe, Scandinavia, Eastern Europe, and from what I can find out, over Russia.
And, what goes around blows around, right? So, these substances are probably actually global. It sure makes a ton of sense to spray poisonous elements in 24 NATO countries and let the substances be carried around the earth on the jet streams to poison yourself, your enemies, and all neutral and non-combatent countries. Talk about making more enemies.
The water, air, and soil of all of these countries is so saturated with metal cations that these weapons freaks should be able to zap and mind f--k each other quite well now and as often as they wish. Once they have clobbered each other with light-saber beams for a few years and razed and scorched sections of the earth, they may start to realize that this foreign policy will lead to a defective human race and a rotten economy. Do you think they will have knocked some sense into each other by then and will decide that non-proliferation and arms reduction is the more civilized and mature direction to take in world affairs? I doubt it, cause only idiots would have developed horrific, planet-killer weapons like these. But, I'll bet the rest of the planet will finally rise up and tell these juvenile delinquents to quit playing with those rayguns right this second.
After further thought on Bearden + -- a big over-unity and free energy proponent of Tesla technology that makes energy off of boiling the ionosphere or stealing electricity from the mis-named "vacumn" called Life, I have decided that Bearden is telling us some, if not most, of the truth. Same for Eastlund.

Chemtrails and some of our worst nightmares

Based on the global attack system discussed in "Hit 'Em Where It Hurts," Air Force 2025
You might want to be familiar with “Weather As a Force Multiplier: Owning the Weather in 2025,” a chapter from the future forecast, Air Force 2025.(1) People concerned about the ongoing, worldwide, aerosol operations in the atmosphere termed chemtrails(2) often point to this chapter as evidence that the U.S. Air Force may be involved in global, spray operations for weather control.
Writers – Izakovic Rolando,(3) Amy Worthington,(4) and Scott Gilbert(5) have explored the evidence in detail. While it is obvious that our weather is being manipulated by these aerosol operations and other atmospheric, military applications are afoot, weather control, while a very bad idea, might be minor compared to what I am going to discuss. And, the concept that the spraying is a way to slow down global warming seems like a big-old, cover story.
Lydia Mancini(6) has explored some of the mind-altering aspects of the chemtrails, but I think I have found one of the final pieces of the chemtrail puzzle – the Air Force studied how to put sensors that are nano-scale into a population’s food supply, water, and air through aerial spraying so that they could get those sensors into people’s bodies. Read on to catch on to all the connections.
Chemtrail activists collect evidence that the chemtrail spray contains not only germs(7) but conductive metals, blood cells,(8) carbon powders, sedatives, nano-particulates, crystalline substances, alumina particulates, barium powders, and a kind of polyethylene-silicon fiber.(9)
Recently, Dr. Hildegarde Staninger,(10) an industrial toxicologist, and Dr. Mike Castle,(11) a polyethylene expert and chemtrail activist, put their heads together to determine whether the nano fibers growing out of the skin of people who have the fiber disease, Morgellons, and the nano fibers from chemtrails have any relationship to each other.
People with Morgellons have different colors of nano fibers growing out of non-healing sores on their bodies. Chemtrail fallout has similar, many-colored fibers that look very much like the Morgellons fibers. These fibers are on you and in your home. You can find them with a fluorescent, black light. Ultraviolet light makes them glow. Use a magnifying glass, too.
A number of fibers and tissue samples collected from Morgellons victims and samples of chemtrail fibers were sent to four of the best labs in our country: AMDL, Inc., ACS, Inc., MIT, and Lambda Solutions, Inc.. Castle and Staninger asked these labs to identify these fibers. What came back from the labs is startling(12) and is discussed in detail in “Rense Morgellons Radio Broadcasts, No. 7 and No. 11.”(13) Dr. Staninger has further determined that Texas chemtrail fibers show a match with chemtrail fibers from Italy.(14)
The chemtrail fibers are a kind of infant, “pre-Morgellons” fiber. The Morgellons fibers are more developed, but the fibers are related to the type of nanotechnology that assembles nanowires. From online radio host and Peabody award winner, Jeff Rense, we learn that Morgellons is:
Remember these key terms: “self-replicate, sensors, alkaline, minerals, and bio-electric energy.” There is more from the Rense definition of Morgellons:
Can the chemtrail nano fibers breakup to become nano particles? Dr. Staninger seems to think they might.(16) Nano particles can pass through the blood barriers in the lungs, enter the bloodstream, and travel to the brain or other parts of the body. In the online journal “Nature,” Jim Giles had this to say:
Dr. Staninger thinks that these nano particles may be able to self-assemble into full-grown nanowires once they are in the brain or other organs.(18) She says we eat this nanotechnology; it is in our food – the plants and animals. She says it copies the DNA of germs or certain other cells that it is in contact with on the inside of our bodies. It makes more germs, more cancers. One kind of nanowire is implicated in the creation of pseudo-hair and pseudo-skin. One woman with Morgellons has tested positive for the pseudo-hair. These self-replicating proteins even create chimeric forms that look a lot like insects or parasites. Babies are being born with these nano machines in them. This is proof that this nanotechnology can pass through the protective barriers in the body.
Dr. Castle has stated that he believes that at least one to twenty million Americans have these sensors, antennae, wires, and arrays inside of their bodies. Morgellons is spreading at the rate of a 1,000 victims a day. That rate will increase because with each year there will be more and more victims to spread it. People who do not outwardly exhibit Morgellons symptoms can still have the nano disease on the inside of their bodies. It is thought that the ones with the symptoms are the ones whose bodies are rejecting the fibers. No symptoms? Your body might be adjusting to the infestation.(19)
Clifford Carnicom is a man with a background in science: geodetics, math, computer science, and physical science. He worked for 15 year with various agencies — DOD, Forest Service, and The Bureau of Land Management. He studies what many believe to be the chemtrail-induced, rising alkalinity of our planet. He documents the increasing amounts of calcium, magnesium, barium, and potassium in our rainwater.(20) Interestingly, J. Walleczck at the Lawerence Berkeley Laboratory researched in 1991 how calcium ions help to transport electricity across the cell membranes at the molecular level.(21) So, mucking around with the natural, mineral balance and electrical properties of the earth and our bodies is not a good thing.
Carnicom also documents the high levels of salts in our soils due to reactive metal salts from the chemtrails. He says it is these salts that are making the earth more conductive.(22) These chemtrail substances are easily ionized by ultraviolet light and are causing the air to have high levels of positive ions. This is unhealthy for all living beings. He is finding the same blood abnormalities among people with Morgellons and those who do not show any signs of Morgellons.
It would stand to reason that if the earth is being altered to become more conductive and alkaline then we, ourselves, are becoming more conductive and alkaline. The earth and all residents are now a favorable home for this alkaline-loving nanotech which can just keep on using up our bio-electricity to self-replicate and self-generate sensors, antennae arrays, and other mystery, nano machines inside of our bodies.
Which brings us to another part of Air Force 2025, “Hit ‘Em Where It Hurts: Strategic Attack in 2025.” This chapter deserves a more in-depth look because it describes how to implant a population with “stealthy,” track and attack, biological sensors that are “thinner than a human hair” by spraying these machines into the food supply, water, and air or by using human agents to do the deed.(23)
Psychotronic (mind control) technologies are mentioned in this study, but not in much detail because that information is classified. The report explores how the weapons system must be able to access what should be private. We read:
The Air Force would only classify a weapon that can read your thoughts, emotions, and intentions if our country already had this weapon in 1995 or intended to possibly develop it. The sprayed bio-implants and other spy devices are describe below:
An LOV stands for “Locus of Values.” An LOV can be a hard target: something physical, or an LOV can be a soft target. “The LOV is that which an adversary holds dear . . . . Soft LOVs are intangible things: Systems, knowledge, or ways of thinking.”(26) A UAV is a unmanned aerial vehicle.
In the document, all the sensors are called “unattended ground sensors,” even the bio–implants. In one of the graphics, arrows very blatantly point to unattended ground sensors that are located in the crotch areas of a couple of men.(27) In another graphic, the arrows point to sensors in a man’s shoulder and his wrist. When I read this, my mind flashed on Denzel Washington digging a microchip out of his shoulder in the movie, The Manchurian Candidate. Besides the bio-implants, The Air Force study discusses dropping “grain-sized” sensors from the air to form a surveillance network on the ground, and microsensors can be surreptiously put into homes or appliances.
Micromachining of sound sensors has improved since Air Force 2025 was written. In 2003, the military revealed that they had a sensor network that could be dropped from the air:
It is now five years later and the sensors in a network like this are about the size of a deck of playing cards. Sensors that are not classified, that is.
Smart dust is not a sound sensor, but it is very small; it is particle size. Smart dust particles are about the width of a human hair. It can be chemically programed to target a specific substance and to self-assemble or stick to it. It changes color to indicate that it has found the targeted substance. It can be used for almost, microscopic tags placed in items or stuck to the clothing of people.(29) Mike Blair and other chemtrail-aware people have noticed that chemtrail fibers often display barbs on their surfaces.(30) In “Hit ’Em Where It Hurts,” we read:
Domestic security companies may soon be using state of the art ground sensors that can sniff a molecule out of the air and can taste and identify a molecule – “nano–noses” and “nano–tongues.”(32) These can be handy for sniffing cocaine or marijuana molecules wafting of folks as they return home or enter buildings. Nano-noses and nano-tongues can be scanned by light or energy and will change color just like the ground sensors from 2025: “When irradiated by ultraviolet or X-ray energy, these organic changes can be scanned and analyzed by overhead sensors.”(33)
Experts are working on trying to develop sensors that can identify and track people by their unique, personal odor.(34) The authors of “Hit ’Em Where It Hurts” would like sensors to become small enough in the future to be able to send them to you through the mail(35) and use “hordes” of acoustic sensors for extrapolating pictures of structures through seismic mapping in conjunction with magnetic resonance imaging (MRI).(36)
How could the Air Force “Hit ‘Em Where It Hurts”?
These UAVs are the link in the chain that connects to transatmospheric jets, space platforms, and satellites. These space-based assets would send and receive to and from super computers that are located in relay stations on the ground or in orbit. A new satellite radar called MIRIAH(39) can see through most buildings, at night, and in any weather returning a 3-D, any angle, close to real-time image. UAVs can look like dragonflies,(40) birds,(41) helicopters,(42) planes,(43) or even cubes.(44) Activists in Washington, D.C. recently spotted dragonfly UAVs surveilling a protest. They can be powered by hydrogen,(45) solar,(46) fuel-cell, batteries, or a combination thereof.(47) They can hang on an electric line to recharge(48) or be powered up by wi-fi microwave.(49) They can see you, but they can also transmit data. There is even technology that can cloak them so that you, satellites, or radar can not see them.(50)
As a more economical model, space mirrors can be used to bounce data from UAVs to ground stations.(51) A plasma mirror can also be created by a microwave heater beam station that heats the atmosphere, and this plasma area can be used just like a mirror. A Dr. Eastlund pioneered this technology. His work with the HAARP ionospheric heater was sponsored by ARCO, a major aluminum producer which is owned by British Petroleum.(52) Oddly, chemtrails have a lot of aluminum particulates.
The weapons system uses information from: Delphi databases compiled from government records and open sources; human intel on the ground (humint); real-time data from bio-implants and scattered, ground-sensor grids; visuals from sensors on satellites, jets, and UAVs; and archives on history and culture. It uses compilations of psychological beliefs, information on current and international events, knowledge from experts in their fields, past experiences in associated problem solving, and it is a system that can learn. It can “game” scenarios until it presents what it considers the best solution to a human operator and is a computer network that is widely scattered around the world, up-to-date, and “redundant.”(53)
The human operator may choose to “immediately engage or never engage,” or to use “direct or indirect tactics.”(54) He would determine whether to deploy “laser, radio frequency, or energetic particle beam” weapons against targeted people, physical objects, factories, cities, or militaries.(55) These directed energy weapons can be deployed from space, land, or sea from a variety of platforms or bounced by the previously mentioned space or plasma mirrors. Nanotechnology will allow the creation of smaller weapons for use on UAVs.(56) Directed energy weapons “. . . can be ‘tuned’ for a wider range of effects, from low-order intervention to high-order destruction.” And, they are “cost-effective.” How nice.(57)
Did you catch that? What do they mean by “biomedical operations,” “holographic projection,” “noise and gravity fields,” or some of the other terms? These terms have to do with classified information about “getting into the head” of a person, and command and control (C2). Modern attacks on C2 degrades the enemy’s ability to make the best decisions and makes them change their decision without them realizing that they were ever manipulated.(59)
There is a saying: life mirrors art. Let’s go back to the original chapter we discussed. If the aerosol operations described in “Weather As a Force Multiplier” are just sci-fi, military daydreaming, then why are there charts within that document than can only be described as spray schedules? These charts tell the reader exactly which substances will be sprayed and during which years.
Did you know that nanowire arrays will soon be used in medicine to power larger biological implants? Like pacemakers . . . or maybe nano devices in the brain?(61,62) You will notice how the technology discussed in “Weather As a Force Multiplier” segues nicely with the technology discussed in “Hit ’Em Where It Hurts.”
A weapon like this can be used for covert war and the micro-management of a population. A nonlethal weapon trained upon a person all the time becomes a lethal weapon. But, we can trust men who think it is no big deal to sneak electromagnetic implants into other people’s privates, right?
The lack of respect for inalienable rights that is displayed by the Air Force officers who wrote this report is shocking. Hitler would have wet dreams about this death-squad technology. Weapons like these will always be abused by someone. That is why the weapons should not even exist.
Someone will say: ”Well, it is only to be used against The Enemy.” How do you spray only one house? How do you spray only one air supply? Shouldn’t there be some kind of ban on turning people into Borgs? It is against treaties for the military to alter the environment. Some Air Force guys happen to think that putting sensors into non-combatants and enemies alike via their food, water, and air is just dandy. Coincidentally, that scenario sure sounds like the chemtrail/Morgellons nanotechnology epidemic ripping through American bodies right now.
I am just not sure I want to give the Air Force my love.

Cyberfascism and the militarization of thoughts and ideas

WASHINGTON, June 30 (UPI) -- The U.S. military is looking for a contractor to patrol cyberspace, watching for warning signs of forthcoming terrorist attacks or other hostile activity on the Web.
"If someone wants to blow us up, we want to know about it," Robert Hembrook, the deputy intelligence chief of the U.S. Army's Fifth Signal Command in Mannheim, Germany, told United Press International.
In a solicitation posted on the Web last week, the command said it was looking for a contractor to provide "Internet awareness services" to support "force protection" -- the term of art for the security of U.S. military installations and personnel.
"The purpose of the services will be to identify and assess stated and implied threat, antipathy, unrest and other contextual data relating to selected Internet domains," says the solicitation.
Hembrook was tight-lipped about the proposal. "The more we talk about it, the less effective it will be," he said. "If we didn't have to put it out in public (to make the contract award), we wouldn't have."
He would not comment on the kinds of Internet sites the contractor would be directed to look at but acknowledged it would "not (be) far off" to assume violent Islamic extremists would be at the top of the list.
The solicitation says the successful contractor will "analyze various Web pages, chat rooms, blogs and other Internet domains to aggregate and assess data of interest," adding, "The contractor will prioritize foreign-language domains that relate to specific areas of concern … (and) will also identify new Internet domains" that might relate to "specific local requirements" of the command.
Officials were keen to stress the contract covered only information that could be found by anyone with a computer and Internet connection.
"We're not interested in being Big Brother," said LeAnne MacAllister, chief spokeswoman for the command, which runs communications in Europe for the U.S. Army and the military's joint commands there.
"I would not characterize it as monitoring," added Hembrook. "This is a research tool gathering information that is already in the public domain."
Experts say Islamic extremist groups like al-Qaida use the Web for propaganda and fundraising purposes. Although the extent to which it is employed in operational planning is less clear, most agree that important information about targeting and tactics can be gleaned from extremists' public pronouncements.
Hembrook said the main purpose of the contract is to analyze "trends in information." The contractor will "help us find those needles in that haystack of information."
The solicitor says the contractor's team will include a "principal cyber investigator," a "locally specialized threat analyst" and a "foreign-speaking analyst with cyber investigative skills," as well as a 24/7 watch team.
The contractor will produce weekly written reports, containing "raw data and supporting analysis."
The addresses of the Web page sources will be "captioned under alias to preserve access," says the solicitation. Experts have noted in the past that publishing the addresses of some extremists' sites has led to them being attacked or moving. However, the contractor will "consider releasing specific (Web page addresses) on an as-needed basis … if explicit threat materials or imminent threat to personnel or facilities are discovered."
The contractor also will notify the command immediately "upon receipt of any and all stated or implied threats that contain timing and/or targeting information relating to personnel, facilities or activities, and to specifically designated areas of concern."
While declining to comment on the specific solicitation, Ben Venzke, CEO of IntelCenter, an Alexandria, Va.-based company that monitors Islamic extremist propaganda for clients including U.S. government agencies, said it was "common" for the military or other agencies to employ contractors "to support their own work on these issues."
"What most people don't get," he said, "is that (each agency or entity) has their own very specific requirements. … They are looking for one type of thing in particular."
Venzke explained that while an analyst for a big-city police department might be looking at extremist Web sites for certain kinds of information, their requirements would be different from those of intelligence analysts looking for evidence of trends in extremist targeting or ideology, which in turn would be different from those concerned -- like the Fifth Signal Command -- with force protection.
"There is some overlap," he said, "and you always have to work to minimize that, but generally, there are so many different … pieces you can look at … it's not duplication."

Russia tells the US not even to think about it . . .
TOYKO, Japan. July 7 (Interfax) - Moscow does not tolerate any possibility of talks between the United States and Lithuania on missile defense issues, Russian President Dmitry Medvedev said.
"The Russian president openly expressed serious concerns at a meeting with U.S. President [George] Bush about media reports that the U.S. and Lithuania have been in talks on a possibility to deploy a base of missile interceptors. It was stated that this is absolutely unacceptable," Russian presidential aide Sergei Prikhodko told journalists after a meeting between Medvedev and Bush.
Medvedev "stated that there is no real progress in the Russian- U.S. dialog on the missile defense issue," Prikhodko said.
"Many promising ideas, which have been voiced at the high political level, have been given up. In particular, we still cannot understand up to the end how the proposed transparency measures will be realized," the official said.
Bush showed at the meeting that the U.S. administration is aimed at continuing the dialog, Prikhodko said.

Attacking the internet

Recently, while I was on a visit to Salon.com, my computer screen momentarily went black. A glitch? A power surge? No, it was a pop-up ad for the US Air Force, warning me that an enemy cyber attack could come at any moment - with dire consequences for my ability to connect to the Internet. It was an Outer Limits moment. Remember that eerie sci-fi show from the early 1960s? The one that began in a blur with the message, "There is nothing wrong with your television set. Do not attempt to adjust the picture. We are controlling transmission ..." It felt a little like that.
And speaking of air force ads, there's one currently running on TV and on the Internet that starts with a bird's eye view of the Pentagon as a narrator intones, "This building will be attacked 3 million times today. Who's going to protect it?" Two army colleagues of mine nearly died on September 11, 2001, when the third hijacked plane crashed into the Pentagon, so I can't say I appreciated the none-too-subtle reminder of that day's carnage. Leaving that aside, it turns out that the ad is referring to cyber attacks and that the cyber protector it has in mind is a new breed of "air" warrior, part of an entirely new Cyber Command run by the air force.
Using the latest technology, our cyber elite will "shoot down" enemy hackers and saboteurs, both foreign and domestic, thereby dominating the realm of cyberspace, just as the air force is currently seeking to dominate the planet's air space - and then space itself "to the shining stars and beyond".
Part of the air force's new "above all" vision of full-spectrum dominance, America's emerging cyber force has control fantasies that would impress George Orwell. Working with the Defense Advanced Research Projects Agency, the Department of Homeland Security and other governmental agencies, the air force's stated goal is to gain access to, and control over, any and all networked computers, anywhere on Earth, at a proposed cost to you, the American taxpayer, of US$30 billion over the first five years.
Here, the air force is advancing the now familiar George W Bush-era idea that the only effective defense is a dominating offense. According to Lani Kass, previously the head of the air force's cyberspace task force and now a special assistant to the air force chief of staff, "If you're defending in cyber [space], you're already too late. Cyber delivers on the original promise of air power. If you don't dominate in cyber, you cannot dominate in other domains."
Such logic is commonplace in today's air force (as it has been for Bush administration foreign policy). A threat is identified, our vulnerability to it is trumpeted, and then our response is to spend tens of billions of dollars launching a quest for total domination.
Thus, on May 12, the Air Force Research Laboratory posted an official "request for proposal" seeking contractor bids to begin the push to achieve "dominant cyber offensive engagement". The desired capabilities constitute a disturbing militarization of cyberspace:
Of interest are any and all techniques to enable user and/or root access to both fixed (PC) or mobile computing platforms. Robust methodologies to enable access to any and all operating systems, patch levels, applications and hardware ... [T]echnology ... to maintain an active presence within the adversaries' information infrastructure completely undetected ... [A]ny and all techniques to enable stealth and persistence capabilities ... [C]apability to stealthily exfiltrate information from any remotely-located open or closed computer information systems ...
Stealthily infiltrating, stealing and exfiltrating: sounds like cyber-cat burglars, or perhaps invisible cyber-SEALS, as in that US Navy "empty beach at night" commercial. This is consistent with an air force-sponsored concept paper on "network-centric warfare", which posits the deployment of so-called "cyber-craft" in cyberspace to "disable terminals, nodes or the entire network as well as send commands to 'fry' their hard drives".
Somebody clever with acronyms came up with D5, an all-encompassing term that embraces the ability to deceive, deny, disrupt, degrade and destroy an enemy's computer information systems.
No one, it seems, is the least bit worried that a single-minded pursuit of cyber "destruction" - analogous to that "crush ... kill ... destroy" android on the 1960s TV series Lost in Space - could create a new arena for that old Cold War nuclear acronym MAD (mutually assured destruction), as America's enemies and rivals seek to D5 our terminals, nodes and networks.
Here's another less-than-comforting thought: America's new cyber force will most likely be widely distributed in basing terms. In fact, the air force prefers a "headquarters" spread across several bases in the US, thereby cleverly tapping the political support of more than a few members of the US Congress.
Finally, if, after all this talk of the need for "information dominance" and the five Ds, you still remain skeptical, the air force has prepared an online "What Do You Think?" survey and quiz (paid for, again, by you, the taxpayer, of course) to silence naysayers and cyberspace appeasers. It will disabuse you of the notion that the Internet is a somewhat benign realm where cooperation of all sorts, including the international sort, is possible. You'll learn, instead, that we face nothing but ceaseless hostility from cyber-thugs seeking to terrorize all of us everywhere all the time.
Ugly babies, icebergs and computers
Computers and their various networks are unquestionably vital to our national defense - indeed, to our very way of life - and we do need to be able to protect them from cyber attacks. In addition, striking at an enemy's ability to command and control its forces has always been part of warfare. But spending $6 billion a year for five years on a mini-Manhattan Project to atomize our opponents' computer networks is an escalatory boondoggle of the worst sort.
Leaving aside the striking potential for the abuse of privacy, or the potentially destabilizing responses of rivals to such aggressive online plans, the air force's militarization of cyberspace is likely to yield uncertain technical benefits at inflated prices, if my experience working on two big air force computer projects counts for anything. Admittedly, that experience is a bit dated, but keep in mind that the wheels of procurement reform at the Department of Defense (DoD) do turn slowly, when they turn at all.
Two decades ago, while I was at the Space Surveillance Center in Cheyenne Mountain, the air force awarded a contract to update our computer system. The new system, known as SPADOC 4, was, as one air force tester put it, the "ugly baby". Years later, and no prettier, the baby finally came online, part of a Cheyenne Mountain upgrade that was hundreds of millions of dollars over budget. One air force captain described it in the following way:
The SPADOC system was ... designed very poorly in terms of its human machine interface ... [leading to] a lot of work-arounds that make learning the system difficult ... [Fortunately,] people are adaptable and they can learn to operate a poorly designed machine, like SPADOC, [but the result is] increased training time, increased stress for the operators, increased human errors under stress and unused machine capabilities.
My second experience came a decade ago, when I worked on the air force mission support system or AFMSS. The idea was to enable pilots to plan their missions using the latest tools of technology, rather than paper charts, rulers and calculators. A sound idea, but again botched in execution.
The air force tried to design a mission planner for every platform and mission, from tankers to bombers. To meet such disparate needs took time, money and massive computing power, so the air force went with Unix-based SPARC platforms, which occupied a small room. The software itself was difficult to learn, even counter-intuitive.
While the air force struggled, year after year, to get AFMSS to work, competitors came along with PC-based flight planners, which provided 80% of AFMSS's functionality at a fraction of the cost. Naturally, pilots began clamoring for the portable, easy-to-learn PC system.
Fundamentally, the whole DoD procurement cycle had gone wrong - and there lies a lesson for the present cyber-moment. The Pentagon is fairly good at producing decent ships, tanks and planes (never mind the typical cost overruns, the gold-plating and so on). After all, an advanced ship or tank, even deployed a few years late, is normally still an effective weapon. But a computer system a few years late? That's a paperweight or a doorstop. That's your basic disaster. Hence the push for the DoD to rely, whenever possible, on COTS, or commercial-off-the-shelf, software and hardware.
Don't get me wrong: I'm not saying it's only the Pentagon that has trouble designing, acquiring and fielding new computer systems. Think of it as a problem of large, by-the-book bureaucracies. Just look at the Federal Bureau of Investigation's computer debacle attempting (for years) to install new systems that failed disastrously, or for that matter the ever more imperial Microsoft's struggles with Vista.
Judging by my past experience with large-scale air force computer projects, that $30 billion will turn out to be just the tip of the cyber-war procurement iceberg and, while you're at it, call those "five years" of development 10. Shackled to a multi-year procurement cycle of great regulatory rigidity and complexity, the air force is likely to struggle but fail to keep up with the far more flexible and creative cyber world, which almost daily sees the fielding of new machines and applications.
Loving big 'cyber' brother
The US military is the ultimate centralized, bureaucratic, hierarchical organization. Its tolerance for errors and risky or "deviant" behavior is low. Its culture is designed to foster obedience, loyalty, regularity and predictability, all usually necessary in handling frantic life-or-death combat situations. It is difficult to imagine a culture more antithetical to the world of computer developers, programmers and hackers.
So expect a culture clash in militarized cyberspace - and more taxpayers' money wasted - as the Internet and the civilian computing world continue to outpace anything the DoD can muster. If, however, the air force should somehow manage to defy the odds and succeed, the future might be even scarier.
After all, do we really want the military to dominate cyberspace? Let's say we answer "yes" because we love our big "Above All" cyber brother. Now, imagine you're Chinese or Indian or Russian. Would you really cede total cyber dominance to the United States without a fight? Not likely. You would simply launch - or intensify - your own cyber-war efforts.
Interestingly, a few people have surmised that the air force's cyber war plans are so outlandish they must be bluster - a sort of warning shot to competitors not to dare risk a cyber attack on the US, because they'd then face cyber obliteration.
Yet it's more likely that the air force is quite sincere in promoting its $30 billion "mini-Manhattan" cyber-war project. It has its own private reasons for attempting to expand into a new realm (and so create new budget authority as well). After all, as a service, it's been somewhat marginalized in the "war on terror". Today's air force is in a flat spin, its new planes so expensive that relatively few can be purchased, its pilots increasingly diverted to "fly" Predators and Reapers - unmanned aerial vehicles - its top command eager to ward off the threat of future irrelevancy.
But even in cyberspace, irrelevancy may prove the name of the game. Judging by the results of previous US military-run computer projects, future air force "cyber-craft" may prove more than a day late and billions of dollars short.

U.S. Secretary of State Condoleezza Rice moved the U.S. missile defense shield agenda a step forward during her attendance at the Bilderberg meeting last week, during which she formalized plans to sign a treaty on installing a U.S. radar base in the Czech Republic with Czech Foreign Minister Karel Schwarzenberg.
The news underscores the fact that important policy decisions are advanced at Bilderberg and that the event is not an insignificant talking shop, as debunkers often claim.
Reports out of both Czech newspapers and Chinese sources confirm that Rice formalized the policy at Bilderberg.
"U.S. Secretary of State of Condoleezza Rice has confirmed she will fly to Prague in early July to sign two U.S.- Czech treaties on the installation of a radar base on the Czech soil, the Czech daily Pravo said Tuesday," reports Xinhua.
"According to the paper, Rice confirmed her plan to Schwarzenberg at the Bilderberg conference in Chantilly, Virginia, last week."
"Bilderberg Club, also called the "Group of the Powerful," is an informal invitation-only organization of politicians, representatives of the military and industrial complex, bankers and businessmen. Schwarzenberg was the only Czech participant in this year's forum," according to the report.
The prospect of the radar base, along with the planned installation of an interceptor missile base in Poland, has infuriated the Russians who believe the program is aimed at countering the Kremlin as well as Chinese military dominance, and not as a means of defending against Iranian nuclear ambitions as the U.S. claims.
In response to U.S. aggression, Russia has resumed long-range bomber patrols over the Atlantic which were mothballed at the end of the Cold War. NATO warplanes have intercepted Russian Bear Bombers on numerous occasions.
In February, Russia’s military chief of staff General Yuri Baluyevsky (pictured above) threatened to use nuclear weapons to defend Russia should an attack on Iran put the Kremlin in the line of fire.
In November last year, Baluyevsky dubbed America "evil" while cautioning that the "insidious" U.S. missile defense shield weapons system has nothing to do with countering Iran and is aimed squarely at Moscow.
"If the Americans deploy the radar by 2011 and anti-ballistic missiles by 2012-2013, they will certainly be directed against Russia, and we can easily prove it," Baluyevsky told Russia Today.
"Today, there is no need to be afraid of the Russian Armed Forces. However, I do not believe that the Russian military is obliged to defend the world from the evil Americans," he added.
