Clinton was closer than most think in invading North Korea in 98. What a mess that would have been, especially if China decided to intervene. The Clinton administration made one miscalculation after another in dealing with Kosovo. President Clinton and his advisers justified their decision to use force with two arguments: that NATO bombing was needed to prevent a Serbian military offensive in Kosovo with attendant "ethnic cleansing," and that vigorous action was essential to prevent the Kosovo conflict from spilling over into neighboring states, eerily reminiscent of faulty U.S. assumptions during the Vietnam War. Clinton had no problem bombing Serbia for 78 days and killing thousands of innocent victims.
Many see this as when United States/Russian relations started deteriorating..which are getting worse even today. Bombing the Chinese Embassy wasn't very good for Sino/American relationships either.
ducky, you seem to forget that Clinton also ran a detention center out of Gitmo. Ask the Haitians about their "due process". In a legal ruling, The judge reasoned that because Guantanamo Bay is under the "complete jurisdiction and control" of the United States, prisoners there had to be accorded certain fundamental constitutional rights.
Finally, Clinton's last military budget came in just under $300 billion; far larger than Herbert Walker Bush's.
I think both Presidents missed the opportunity to fully bankroll Social Security/Medicaid-Medicare/education and other needed programs.

Get over your fixation with Clinton. Under Clinton, whatever his faults, the US was loved. Now we're hated. And the "Party of Responsibility" will eventually have to move beyond bullshit pablum and take some.
